Hort Innovation is looking to ‘SHIFt’ how it plans levy-funded investment decisions and is inviting you all to have your say on the future Strategic Horticulture Investment Framework.
Strategic Investment Plans (SIPs) are the key documents guiding grower levy investments through each industry fund. The industry-based SIPs have been the primary tool for planning, evaluating and reporting on levy investments, outlining the key priorities for investment in each industry and ensuring that levy investment decisions align with industry priorities.
With the current five-year SIPs expiring on 30 June 2026, Hort Innovation is taking the opportunity to review the planning system and reimagine its investment planning approach.
Taking a collaborative approach, they’ve started the discussion by releasing the SHIFt Discussion Guide, which aims to gather comprehensive feedback from growers and stakeholders. They’ll also be conducting stakeholder consultation throughout the coming year.
How you can participate
The SHIFt program and the Discussion Guide have been designed to ensure that consultation on the future of strategic investment planning is transparent, accessible, straightforward, well-planned, fit for purpose and responsive, consistent with the principles in the Stakeholder Engagement and Consultation Framework.

Timeframes
The closing date for feedback on the SHIFt Discussion Guide is 4 May 2025.
Consultation with industry on the content for the framework will begin in August 2025 and continue until May 2026.
